Ce n&rsquo;est pas une estimation militante : c&rsquo;est le r\u00e9sultat du rapport <em>A Broken Social Elevator?<\/em> publi\u00e9 en 2018 par l&rsquo;<a href=\"https:\/\/doi.org\/10.1787\/9789264301085-en\" target=\"_blank\" rel=\"noopener noreferrer\">OCDE<\/a>, qui a mesur\u00e9 la mobilit\u00e9 sociale dans les pays d\u00e9velopp\u00e9s avec une m\u00e9thodologie rigoureuse. Ce chiffre ne parle pas d&rsquo;\u00e9chec individuel. Il parle d&rsquo;architecture. Ce chiffre r\u00e9v\u00e8le que nos soci\u00e9t\u00e9s sont b\u00e2ties sur une promesse que leurs structures contredisent en permanence : la Certaines sensibilisent, certaines ouvrent des portes ponctuellement, certaines cr\u00e9ent des espaces de parole qui n&rsquo;existaient pas. Mais elles partagent un d\u00e9faut structurel commun : elles agissent sur les individus plut\u00f4t que sur les r\u00e8gles du jeu.<\/p>\n<p>Demander \u00e0 une femme de \u00ab\u00a0se mettre en avant davantage\u00a0\u00bb dans un environnement qui punit l&rsquo;assertivit\u00e9 f\u00e9minine tout en la r\u00e9compensant chez les hommes, c&rsquo;est adapter la personne \u00e0 un syst\u00e8me d\u00e9faillant. Proposer des formations en confiance en soi \u00e0 des populations qui n&rsquo;ont pas besoin de plus de confiance mais de moins d&rsquo;obstacles structurels, c&rsquo;est inverser le diagnostic. Ils cherchent \u00e0 corriger les r\u00e8gles qui amplifient les in\u00e9galit\u00e9s de d\u00e9part plut\u00f4t qu&rsquo;\u00e0 les r\u00e9duire. Ce n&rsquo;est pas la m\u00eame d\u00e9marche que d&rsquo;accompagner les individus vers plus de r\u00e9silience. La nuance change tout.<\/p>\n<p>Pour celles et ceux qui travaillent au quotidien sur ces sujets, l&rsquo;enjeu n&rsquo;est pas de convaincre que les in\u00e9galit\u00e9s existent. L&rsquo;enjeu est de d\u00e9placer le diagnostic : des individus vers les structures, des intentions vers les r\u00e8gles, des discours vers les processus. Chaque fois qu&rsquo;une organisation audite ses crit\u00e8res de promotion, chaque fois qu&rsquo;une \u00e9quipe dirigeante accepte de voir les donn\u00e9es plut\u00f4t que de les expliquer, chaque fois qu&rsquo;une r\u00e8gle opaque devient transparente, quelque chose change. Lentement.
